I think there are companies out there that will do that for you. Heck, you can get the entire thing armored if you want. A bit excessive, but available.

Mercedes offers a factory option. It's the 600 Guard. I believe BMW and a few others offer it as well.
There are several third party companies that armor vehicles. I've owned a few versions.
For those who aren't worried about machine gun fire, you can always apply a window film. It's not as good as true laminates, but certainly better than nothing.

The reason side windows are breakable unlike the windshield, is that you can break the window to get out. For example, if the vehicle goes into a body of water, not being able to break the side windows would mean you would have to wait until the vehicle fills with water before exiting.

Just saw on the news that according to friends and family they question the shooting. Apparently the transgender who was shot wouldn't have hurt a fly. Unless you consider the two people she stabbed prior to getting shot.
