I was going to download Illustrator and my OS is too old so I'm looking for something similar. It doesn't have to as capable as illustrator since I am just wanting to do some basic line drawings and type using Fonts.
Do local libraries have computers that have graphic arts capable computers?

I usually use GIMP for this kind of stuff. Doesn't hurt that it is FOSS (Free Open Source Software). I plating around with GIMP, I found another free program that might be better for your needs, take a look at InkScape.

Ours in NoVA do, but I won't use Windows so I don't really know details.

Yeah I used to use Illustrator every day at work but I’m retired and even if my computer was new enough to handle it I’m not paying a monthly subscription for something I might now use a couple times a year max.

Based on reading this thread, I just downloaded an installed InkScape to try out. I haven't used CorelDRAW in many years, but it used to be my "go to" drawing program. So far, InkScape seems to work pretty much exactly the same way, and I couldn't be happier that I've discovered it thanks to SigForum!
Not sure what your OS is, but there are several versions for older OS's listed on their site...
