Government worker had sex with White House staffer on rooftop, probe finds
A former General Services Administration manager had oral sex with a White House staffer on the rooftop of the agency’s headquarters and drank alcohol in his office, according to an inspector general report.
Former GSA associate administrator Brennan Hart admitted to investigators that he escorted a White House staffer into the GSA’s central office at 1800 F Street in Washington in July 2017 and made drinks for himself and the unidentified worker with vodka he kept at his desk, according to the report, which was obtained Wednesday by WRC.
“He said their sexual activity began in the Administrator suite area and culminated with oral sex on the rooftop of the Central Office,” the report said. “Hart stated this occurred on only one occasion.”
The name of the White House staffer was redacted from the March 2018 report, which was obtained via a Freedom of Information Act request. The staffer declined to be interviewed by GSA inspectors, saying that any meeting would need to be first approved by White House counsel, according to the report.
Hart, whose employment ended weeks after he admitted to having sex and drinking on the job, also confessed to imbibing in the office with colleagues, including former acting GSA administrator Timothy Horne, inspectors found.
“Hart stated he kept a bottle of vodka at his desk and only consumed alcohol in the GSA Central Office after normal business hours,” the report read.
The agency’s current administrator, Emily Murphy, told investigators in February 2018 that she “often permits” her immediate staffers to drink booze in her office after business hours on Fridays but said she was “very careful about such approvals,” according to the report.
Hart, of Alexandria, Virginia, declined comment when reached by WRC. He now works at Three Rivers Solutions, a consulting and public relations firm he started after leaving the government agency, The Hill reported.
It’s unclear whether Hart resigned or was fired from his post, but he was cited for possessing and consuming alcohol on the job and having sex on government property, the report found.
“Having sex in the central office bui lding is not an authorized purpose for use by the public,” the report said. “Further, there is no law or GSA regulation that allows an employee to have sex in the building.”
In a statement, a GSA spokeswoman told WRC that it holds all employees to the “highest ethical standards” and holds mandatory ethics training for GSA political appointees every month.

Ok, drinking after hours is allowed at the job. Having sex inside the building is not allowed- They had sex outside of the building on the rooftop.
So what exactly is the problem in this situation?
