I remember the new Bay Bridge. Shortly after it was built, there were news that substandard bolts were used. Then nothing.
Then there’s the high speed train to nowhere. Some people certainly lined their bank accounts with some dollars.
Then there’s the homeless problem that can’t be solved unless some government officials from China visits and then overnight the sidewalks get cleaned.

architectYou know that for every tax payer that is outraged by this abuse, there is a wannabe politician asking "how do I get on this gravy train?" Tell the ruling class in CA, "fix this or we will cut off the money" and when they don't fix it, CUT OFF THE MONEY!
Unfortunately, I am sure that a significant portion of the stolen funds trickle upstream to Federal officials so there will be significant impediments to this approach. I look forward to more and more of these exposes being shown to the general public until the outcry (and voting habits) change the perspectives of our lawmakers. Eventually, the good people of our country will prevail, but what it will take is not certain.
Just a few years ago videos of this kind would have been squelched by leftist social media owners. We are making progress, it's a shame that it is taking so long.

I have very little doubt that
miscreants public servants in other blue states are observing and taking notes as to:
a) what CA was doing that they themselves might have missed, and
b) how the fraud there is being uncovered, so they can try to hide their tracks better
