Dealer will need a copy of his duty orders. Proof of residency does not include cell phone bill for whatever reason so water/power bill or copy of actual lease. He needs to do some pre work with the dealer to find out specifically so no surprises day of purchase. If I was stuck in CA and had a cool dad who could transfer me off roster guns I’d get him to ship to me. Just have him find a local FFL that is familiar with those laws. Gun still needs to meet 10 or less round sun mag and no threaded barrel | |||

Yes, Calguns is a great site for CA gun stuff. The other new CA site has been noted for squashing conservative talk, the TDS is pretty heavy there for a gun forum, especially the owner. But left leaning CA gun owners have their special little site, I guess. Per federal law, a transfer between residents of two different states requires an FFL be involved. It *might* be possible for the parent to buy the handgun in his home state, fly into CA with it, go to a CA FFL and do the transfer. If I were contemplating something like this, I would talk to the FFL first and make sure they would be willing to do it. There are plenty of CA FFLs who are even more conservative than the law requires them to be because they are not willing to take any chance of running into an “interpretation issue”. If it can be done this way, it would remove the cost of the second FFL sending it. If he wants a gen 3 Glock, he can buy one in CA, there are lots on the roster. One unpleasant thing to consider is the 11% excise tax that CA added on guns and ammunition. ![]() | |||

Another thing to consider, a lot of the AAFES ( army and Air Force exchange services) have sporting good departments with gun sales right on base, which I believe completely eliminate all the California stuff. See if any of the military bases nearby have gun sales and buy it at the PX. I know several bases I have visited ( retired military ) had sporting goods departments with a gun and ammo section. While prices were not appreciably different than the civilian market, you don’t pay sales tax so that is at least something | |||

Unfortunately no. I've purchased handguns on Camp Pendleton and still had the CA crap to go though. I've been gone 3 years now but I don't think anything has changed for the better. I transferred a P229 from MA to my son in CA. The tricky part was that it had to go FFL to FFL, and the FFL had to be registered with the state of CA. I had to drive almost 2 hours to deliver the gun for the transfer. None of the FFLs I normally use wanted anything to do with CA. I had to ship it in a CA-approved case, and the box it came in was fine. I had to fill out an affidavit that stated he was my son, and it was a gift. I had to include a copy of a government-issued picture ID with the matching last name. I think I paid $40 or $50 for the transfer and shipping, and my son paid $110. Mags had to be 10s. None of them "dangerous" high-capacity mags. The roster did not apply, but you could not transfer some firearms into CA period. I needed to talk with the CA FFL to be sure he would take it, as there were no fee refunds, and it would have cost me another fee to transfer it back to me. Outside of the hoops and the money, the transfer was completed pretty painlessly. | |||

It's been years since I bought a gun in CA, but CA DROS paperwork has to be submitted in addition to the 4473. And yes, 10 day waiting period applies, no way getting around that. Is he still a GA resident? When is he coming home on leave. Sounds like he could buy it when he's home in GA, and transport it back with him, you could gift him the 22 while he's in GA. Now both firearms are his, he can travel back to CA with his property. At that point it would be no different that someone moving to CA with a firearm as far as any registration issues. | |||

Funny 10 days even applies to LEO. They can get a letter from their higher ups to waive the 10 day wait, though.
