Honestly, the prop seems bland by comparison to the flair of the fuselage. Any reason you didn't opt for more color there, even black on the hub? Just wondering...

That is ventilation air for the cabin. They changed to this configuration with the 1966 model, but it's a popular retrofit for earlier ones. It improves airflow inside the cabin, compared to the earlier system.

Prior models, like mine, had the scoop further forward, directly over the passenger area, with a hinged movable flap that was a bit of a maintenance problem. You can see the flap above the second of the three side windows on this photo of mine:
