I’m not sure this is actually a good idea. Accountability is one thing, but any one person out of 435, Democrat or Republican, can bring House business to a screeching halt to have another vote for Speaker for whatever reason they choose. That’s too much power for any one person.

So, let’s say McCarthy finally win. From what I’ve read the rules package, that includes requiring only one person to trigger a speaker redo, gets voted on after a speaker is chosen. What happens if the rules package doesn’t pass? Current rules stay in effect?
