A waterproof backpack really not easy to find. At least something that functions well. Water-resistance sure but spend any real-time in the rain that goes out the window. I use a trash bag to line my hiking pack when there is any chance of wet weather. FWIW rain covers only do so much.

Find a backpack that fits you and the size is good for what you need. Most stores will let you look at them now. Lots of options. Kelty Redwing is a good option for a larger pack.

These bags are tough. I've thrown dive gear in mine and traveled all around the world with it. Mine has scuff marks all over it from many baggage carousels but still, functions find. No rips and tears. While it can be used as a backpack and I have carried it this way through airports and on buses you don't really want to carry it this way for more than a mile.
