Exactly. First button is a minimal flush. Enough to clear the bowl of liquids (pee) and the second is a full blown flush to hopefully wash away all of the brown bits.
This is most important if you have kids in the house. For some reason kids are good for around 20 flushes a day. That's anecdotal but when we have the adolescent grand kids overnight seems like the toilet is in a constant state of filling the tank.

Ha! At home, one flush could fill my tub, got thirty stories of pressure in those pipes! It is actually scary. If anything goes wrong...

European toilets have had this feature for a long time. The smaller button is for a flush that only uses enough water to get rid of urine. The bigger button initiates a full flush, as needed when a defecation has occurred. It is a feature that is an attempt to save water-- however, if operated by people who don't know the functions of the buttons it can result in using more water, as an initial use of the small flush when a larger flush is warranted, will result in both types being done.

I just hit back from Italy & Montenegro and the buttons were on the lid with tanks half way up the wall. Strange and cool both.
The shape was different also.
Actually better self cleaning.

This. Mine has a lever, but the green part is 1 GPF for pee, the metal handle is 1.6 gallons per flush for #2. I'll put my 1 year old Kohlers up against ANY old school toilet, as you simply cannot clog them.

I've got one but find that the low volume flush is good enough for everything. I'll do the high volume flush every so often out of sheer curiosity but feel like it doesn't do any more work.

Not all do. I would avoid those that have two options. Too many extra parts to go wrong.

Stick with a simple toilet from Kohler or American Standard.

Wait until you come across one of those toilets that use a high pressure tank to turbo flush the waste. Found one during a curtious flush. Scared the...well, crap out of me.

I'm so bad, got tired of always having to double flush #2's on my toilet and so when we replaced the older 'full' flush units at my church, I took one home and installed it.

I installed one of these in my last house. I'm waiting to replace my current toilets with one.
