She caused 100% of the situation to unfold the way it did that was of no concern to her obviously, since she was argumentative, refused to sign, refused instructions, fled the scene, fought with an officer, refused lawful orders to comply, hell she tried to refuse medical assistance.

Simple solution, fix your car if you know it’s broken. I get sick of people driving around with non working lights etc, especially at night. Check your equipment once in a while.
The next most simple thing is to sign the ticket and pay the lazy/stupid tax and then fix your car.
Next best solution, sign the ticket and fight it in court if you feel it’s that important.
Non of which involves getting tazed and arrested. You will not win or prove your point during a traffic stop. If it turns out the officer acted wrongly, then I support seeking dismissal or compensation.

It seems to me that requiring a person to sign a ticket is just asking for trouble. Many states don't do this and I never understood why some states do. Had that requirement not existed, the officer could have given her the ticket and been on his way. If she didn't appear in court, a bench warrant could be issued at that time. The situation was escalated beyond what it should have been. The bottom line as I see it was that an old lady was taken to the ground, tased, and arrested incident to a broken taillight. Lotsa blame to go around here.

Just take the ticket, shut up and maybe you can go on.
No there is only one to blame, she made the decisions that led to the results, nobody else did that but herself.

Has that changed? Last time I got a fix it ticket, all I had to do was fix the light, flag down a cop (or go to a department) to sign it off and I was done. No cost to the ticket, just get it fixed. Of course, that was thirty some years ago, so that’s probably changed...

But are we sure that the officer had no other options here?
It seems these days "compliance" has in many cases replaced "protect and serve".
I kinda blame the state legislature for writing a law mandating that a person given a ticket must sign it. Why? New York and other states do not.
It put the officer in a tough position.
Remember also that a traffic violation is just that--a violation or civil offense--not a crime. But not signing a ticket is a crime? Doesn't make sense to me.

Sure, he could have let her go, gave her a warning to fix the tail light or he'd ticket her next time. He could have seen it and just let it go without stopping her and avoided it altogether.
I don't disagree that legislatures could write the law differently, however, that is a different discussion.
The law didn't cause this, the officer writing a ticket didn't, legislature didn't cause this, she did.
All she had to do was sign it, go to the Autozone, buy a $2 bulb and probably one of the guys behind the counter would have put it in for free (if she acted nice) taken it to court and asked the judge if he'd toss the ticket as she repaired it...

No fucking way. It is certainly true that you could have a system where you don't have to sign the ticket, but I have been asked to sign every ticket I ever got in several jurisdictions. And maybe they have learned that making people sign makes them more likely to show up. I don't know why some require signing the ticket, but it isn't important here.
But that doesn't really matter to me. She got arrested and eventually tasered for refusing the orders of the police, resisting arrest, fleeing, and hitting a cop. The seriousness of the underlying offense does not matter one little bit.
It is totally her fault, and I can't even entertain the idea that it is a bad rule in the first place.

Unfortunately.....not in PA. We just write....."refused to sign"....and let them go.
On jurisdictions that require the driver to sign.....refusal to sign gets you placed under arrest and taken in front of a judge.

In OK, LE is required to offer you signed personal recognizance in lieu of a physical arrest. You sign a promise to appear or you get arrested for the traffic offense.
