When I lived south of Houston, I passed by Beltway 8 and Telephone Rd frequently. Always saw the same panhandlers. They had folding chairs, ice chest etc. one day , I saw a white van dropping them off in the AM. Another day, white window van picks them up. Other folks on the van, I guess to be transported to/from other locations. A well organized operation apparently. | |||
