Then “nut” parts are packing nuts around the valve stems. Snug up a little if the stem is leaking.
They are not leaking, in fact I don't think they are even hooked up anymore.
I believe too this was for in-slab floor heating. The is a small house ... kitchen, living/dining, bedroom and bath. Makes sense to have one master valve and three zones. Years later a second bedroom and bathroom were added.
