A Rhode Island Assistant Attorney General was arrested by Newport Police on Thursday night at the Clarke Cooke House.

Body camera video secured by GoLocal via an Access to Public Records Act request shows Devon [Flanagan] Hogan, a Special Assistant Attorney General on the staff of Attorney General Peter Neronha, berating Newport Police when they responded to a call about her and others being disruptive at the restaurant.

Hogan was charged with “willful trespassing.” Newport Police say that she repeatedly berated them.

“I approached the host stand and briefly spoke with an employee and the calling party, who stated he wanted the parties to leave and to be trespassed for their behavior, stating something to the effect of, ’anything we can do to get them to leave,'” wrote one of the Newport Police Officers in his report.

The incident involved Hogan along with another woman and her husband, according to Newport Police.

According to the Newport Police report:

After several attempts of trying to move the parties along with verbal commands, I gently placed my hands on the backs of Veronica and Hogan, attempting to usher them away to avoid further conflict. Both parties still refused to leave and I grabbed Hogan's left and right hands, securing handcuffs on her. While attempting to secure Hogan in handcuffs she repeatedly stated, "I'm an AG (Attorney General)." I informed Hogan that she was being arrested because of the fact that she was refused to leave after numerous lawful orders. Hogan was subsequently searched for weapons and contraband before being placed in the rear prisoner compartment of cruiser #16 which was previously searched.

Once Hogan was secured in the rear of my cruiser, I observed Officer Chiang struggling to place Veronica in handcuffs. I went over to assist Officer Chiang in securing Veronica in handcuffs. I grabbed Veronica's left arm while Officer Chiang grabbed her right arm. As Officer Chiang went to place handcuffs on Veronica, she tensed her arms and pulled away. Veronica at one point screamed, "Get your fucking hands off me" as he was giving commands. Officer Chiang put his body weight into Veronica as he was attempting to secure the handcuffs on her as she continued to stiffen and resist hand placement.

While in the process of attempting to secure Veronica in handcuffs, her husband, James kept trying to interfere with the detention. With a single arm, I pushed James away and commanded him multiple times to get back. Eventually, Officer Chiang was able to secure Veronica in handcuffs, however, due to the petite size of her wrists, Veronica slipped out of the handcuffs quickly and took a few steps back. At this point, it should be noted that a large crowd had formed due to the loud and unreasonable noise that disturbed the general public in the area. I then immediately grabbed Veronica's right hand firmly as Officer Chiang grabbed her left hand. I then placed Veronica in handcuffs as she still actively resisted by tensing…”

In another statement by Newport Police, an officer cited:

“Sergeant Lavallee booked and photographed Veronica and she was searched by Officer Gonsalves before being placed in cell #8. Officer Hutson booked and photographed Hogan and she was searched and fingerprinted by Officer Lopes. It should be noted that while booking Hogan, she was extremely uncooperative, berating officers, repeatedly stating her position as an AG and refusing to follow instructions. Hogan was eventually released with a District Court Summons.”


Veronia Hannan faces multiple charges.

Hogan has worked for Attorney General Peter Neronha for seven years and is currently assigned to the Appellate Unit of the Criminal Division.

If she's getting this much publicity, she's cooked. RI is tiny. No one in RI or nearby will employ her now that this incident is the first thing that pops up when you Google her name for the rest of her life.

If she wants to keep practicing, she'll need to move to a distant state and change her name & appearance to put this behind her.

In many jurisdictions, the Attorney General is also the executive LEO in the mayor's office, and this is a horrible stain on their office. She is an assistant, and is expendable at the drop of a beer can.

Watching all these police body cam videos, it seems that a lot of drunk women insist on escalating any police encounter into a an arrest, and frequently above that to resisting arrest and felony assault.

It's the same shit every video, they screech: "You can't arrest me!", "I didn't do anything wrong!", "Why are you touching me?". Then there are those that insist they are entitled to legal council at a traffic stop, that they need to be shown a written warrant, and all manner of idiocy.

I just celebrated my 25th anniversary at this restaurant July 30th. They have a pretty good bar that’s tough to get in-especially on weekends. Typical dumbass RI idiot.

I thought at first too, but then I thought, as drunk & belligerent as the women were, was it likely they'd cause a scene - possibly a bigger one - if their men forcibly hauled them off? As crowded as that restaurant & street were, I think ppl might look at that as a domestic violence incident.

Think about how the women were acting w/ the cops, and think about how it'd look for a mat to be carrying out a kicking & screaming woman in a densely populated place.

Yup.

When my kids were younger they weren’t outdoorsy kids. But I took them on camping trips and fishing and hunting and taught them the basics of survival including building shelters and purifying water. My son asked why I made them do this stuff and I told him that if the power ever goes out for good, over half the population will probably be dead in a month. And that I didn’t want him to be one of those.

As they grew up they started to understand and enjoy our trips. I’m not saying they are Bear Grylls or anything but at least they’ll have a fighting chance. They’ve also taken preparation to heart. My son just left for college and he put together a nice little hurricane preparedness and first aid kit for himself that was pretty well thought out.
