Does this stripped down PC exist can it be built?

I bet a Raspberry Pi would do everything you need and for cheap. The size has to be a plus, also.

I need to run a full version of Windows which it is not capable of I don't believe.

Before buying anything - add the cameras & see what it does, you're going to buy them anyway. I don't see RAM making that much of a difference & a new PC will probably use DDR4, vs the likely DDR3 you have now (the HP you linked uses DDR3). If it chokes, you probably need more CPU.
