In your area what is the cost to dig, and pour a foundation. footing and stem wall and do the dig out and concrete, rebar, etc. all included.
Good flat ground and good soil and digging.

BlackmoreAround here that would be two different contractors. Dig out would depend on size of machine used and disposal/dispersal of dug out soil.
Concrete guys charge by the cubic yard. 5 lineal ft of 8" thick, 8 ft high wall takes about 1 cubic yard of concrete. Footings are typically 16"x 8" so about 30 lineal ft of footing from 1 cubic yard of 'crete.

smlsigThere are too many unknowns to give you firm figures.
For starters where are you located?
What is the topography like?
Around here excavation, which can include clearing the rest of the lot can run anywhere from $4-20K. This would include E&S measures, construction entrance etc.
Footers run about $24 PLF, materials and labor
Foundation walls will depend on height, thickness and any engineered support (rebar) necessary and can run from $40-$60 PLF

rtquigA plain 12"X12"X12" footing will go 27'. A cubic yard in 27 cubic feet.

LS1 GTOWell if they claim they used 4x4s but instead actually used 3.5x3.5, you might be able to sue.

smlsig. No sight work. Simple dig out. No clearing or other excavation.
Set forms with rebar and pour. Probably footing. one day. stem wall next day.
Flat ground, good dirt. No other issues.
Probably and one foot footing and four foot stem wall max.
Conc. here is about $110 yard.
Those prices seem very high, ouch.
