There are times I think the best stimulus package would be - with no advance notice to avoid gaming the system - an executive order to this end:

"Effectively immediately, the IRS has been put on furlough for 12 months. During this period, personal and business earnings will be exempt from tax and no filings will be required or accepted. Furthermore, this is grandfathered and the IRS and other Federal Agencies are prohibited from retroactive taxation of, or requiring filings on, earning activities during this 12-month period. States are encouraged not to hike their taxes during this period by a policy whereby all federal funds otherwise directed to said tax-hiking states will be reduced dollar-for-dollar for any increased state tax proceeds raised by said tax hikes."

Businesses would go nuts trying to get everything possible geared up to take advantage of this window. There would be negative unemployment, as all hands would be needed to try.

But then I wake up, and recall something about death and that other thing. And I rub my neck and fill out the forms, and all that.

Owed a lot last year so I delayed thinking I owed, but I ended up with a good refund instead.

Filed electronically 7/6, got my refund a couple days ago...
