Nope. This is a partially functioning lawn mower that I'd like to have become fully functional.

I went through it today and set the lash as you described, added a new air filter and spark plug, changed the oil, and gave it a good bath. It ran fine when I tested it, but I'll have to wait until next week to see if the aforementioned problem has been resolved. Whether resolved or not, thank you for all your help.
