I thought that sounded familiar, so I checked a map. I guess I was around 12 years old (76 years ago!) when my uncle, who had recently returned home from the War in the Pacific, tried his hand at farming in Edmeston NY. I spent all my school vacations there for the next few years. Fond memories. As far as using a "pontoon" bridge, the river level varies wildly during the year and would prove problematic. Within the last three weeks, the water was within three feet of the supporting steel beams on the old bridge. During summer drought conditions, pontoons wouldn't have enough water to float and would likely become perforated from sitting on river bottom rocks.
