Somebody did that to me. 1973 or thereabouts, my 911 was stolen, in Chicago.

Couple years later I was doing a consulting job for the Chicago PD, writing a requirements spec for a communication system that they were looking for. I spent some time with cops in various areas of the department, trying to get a handle on what they really needed.

One department needed queries on a stolen vehicle database. They were showing me how they used the system that they had at the time, so I asked what the system would come up with for VIN 9111110661. My stolen car showed up as having been acquired at auction, by a used car dealer in Wisconsin.
