NOW, THEREFORE, I, ALINA T. HUDAK, as City Manager for the City of Miami Beach, Florida, pursuant to the authority vested in me pursuant to Sections 26-31 through 26-36 of the City of Miami Beach Code of Laws and Ordinances (the "City Code") and Chapter 252 of the Florida Statutes, have determined that there is reason to believe that there exists a continuing clear and present danger of general public disorder, widespread disobedience of the law, and substantial injury to persons or to property, all of which constitute an imminent threat to public peace or order, and to the general welfare of the City of Miami Beach. In order to avert such clear and present dangers, and in order to mitigate dangerous and illegal conduct, to maintain control of unruly crowds, and to protect the public health, safety and welfare of the residents and visitors of the City of Miami Beach, I take this emergency action in good faith, which I deem to be necessary and narrowly tailored to serve a compelling public health and safety purpose that is properly limited in duration, applicability, and scope in order to reduce any infringement on individual rights or liberties to the greatest extent possible. Accordingly, I hereby declare a State of Emergency in the City, A, pursuant to Sections 26-31 through 26-36 of the City Code and Chapter 252 of the Florida Statutes, and order the following emergency measures, which are narrowly tailored, reasonable in duration, applicability and scope, and necessarily implemented in response to this declared State of Emergency, and shall be effective 1 :00 P.M. on Sunday, March 19, 2023, and shall continue in full force and effect until Monday, March 20, 2023 at 6:00 a.m., with a separate Declaration and Emergency Measures to be implemented for the period from March 23, 2023 to March 27, 2023 (following action by the Mayor and City Commission). Oh yeah- "Freaknik" Yeah, great memories. Drunken assholes pissing in the middle of the street next to Piedmont Park. Some drunken girl getting gang-banged by a bunch of drunken guys in an open-topped convertible in broad daylight. Car break-ins, assaults, lewd behavior. People vomiting and passing out on the ground. Gridlocked traffic with bare-assed girls "twerking" in convertibles or on top of vans and if you say "I wouldn't mind seeing that" you should trust me when I say no, you most definitely would not like to see it, not the ones who were doing it. We knew it as BCR Daytona, cars cruising A1A, same lewd behavior, assaults, puke, twerking, accidents, fights. you name it... When we had our rental property in Daytona we blocked out certain "spring break" events as our time so it couldn't be rented, checked in, got the key and left. There are times the revenue isn't worth the damage that can be caused by drunk college students to your property. | |||

The last year Freaknik was big, I worked downtown on West Peachtree Street just north of the Civic Center station. The streets were a parking lot and it took close to three hours to escape downtown to get on the Buford Highway connector (normally a ten minute drive, 20-25 minutes in traffic). I recall the girls in short-shorts and halter tops twerking (in the days before I knew what that even was) in the convertibles and out of sunroofs, booze everywhere (including behind the wheel), and music blasting to be heard over the incessant horns. This was one of those times there was so much public outrage that the city promised crackdowns the next year and (I believe) refused to give the "organizers" some permits for events so they took the hint and went elsewhere. In the early 1990's I was working for a company that specialized in UNIX™ related training. I had never heard of Black College Reunion (BCR), and I was not even thinking about spring break on the Friday afternoon when I finished a two-week course that I had been teaching in Jacksonville, FL. I was on my way home, southbound on I-95 from Jacksonville to the Daytona area, where I would transition to I-4 which would take me home to Altamonte Springs, FL. I had been a very enthusiastic driver as a yute and received more than my share of speeding tickets, as well as an invitation by the state to become a pedestrian for 90 days and think things over, so it had become my practice to observe speed limits religiously. Truthfully, I have not knowingly exceeded the speed limit for the past forty years. I drive in the rightmost lane that is practical in traffic, and use cruise control set exactly at the speed limit unless weather or traffic dictates a slower speed. So, on the Friday afternoon in question, I was in the rightmost lane of I-95, cruise control set at 70 mph, southbound, fat, dumb, and happy, as the saying goes, and wondering what in hell was going on. Cars were overtaking me and passing me at a high rate of velocity, coming up fast behind me, blowing horns and flashing headlights even though I was in the rightmost lane and driving the 70 mph posted limit. I began to notice that the cars were filled with young'uns, many of whom including the drivers drinking from cans of beer. It slowly dawned on me that all of these yutes were black. Still no mental connection on my part, as it was not until after I got home that I learned about BCR (I lead a sheltered life). There was only one lane on my left for passing, so many cars were passing me on my right, including a yellow Mustang convertible that was doing at least 30 or 40 mph faster than the 70 mph I was driving. About ten or fifteen minutes after the Mustang passed me, there were sirens and flashing lights coming up fast behind me so I pulled over to the shoulder and stopped while a bunch of police cars, ambulances, and emergency vehicles went by. Shortly thereafter, I saw the Mustang kind of crunched up, upside down, with emergency responders working to extract the occupants. I agree that declaring a state of emergency over a few incidents is uncalled for. I could hazard a guess at the real reasons why this is being done, but it doesn't matter. What matters is that all of this is getting attention and it highlights the ridiculous behavior of all these spoiled brats and those who infiltrate spring break, who have set foot on a college campus only to sell weed to the students. I hope they create chaos wherever they go, so that eventually, they will be welcome nowhere. As I say with all the degradation in this country, let it get far worse, because that's the only way it can ever get better. | |||

That was me- South FL LEO for 32 years this year. Don't work Miami Beach but have a friend there. What's going on is not spring break. It's an excuse the local gang bangers and hood rats are using to go nuts down there. they had 2 fatal shootings in like 2 days, which actually happens alot there. But they have been taking over the streets at night, jumping on cars in traffic and destroying anything they can. The cops are outnumbered. The local businesses fight any restrictions to the all night partying so every time the commission steps in to curb the craziness it ends up in court. | |||

The same “demographic” pulled this shot the last 2 years down here in NW FL. Last year in Panama City Beach they went feral in a Wal Mart just sweeping shit off the shelves and causing mayhem. They were blocking the beach road and harassing people in cars. A week or so later they were advertising on FB about gathering in Destin and they “can do WTF we want”. The Sherrif’s of Santa Rosa, Okaloosa, Walton and Bay counties got together and made it clear that shit wouldn’t fly here. They even asked the pontoon and jet ski rental places to close that weekend and avoid that problem. Of course it cost them a bunch of money. Sherrif’s in counties N of here in Al and elsewhere in Nw Fl were stopping people heading this way for even the most minor traffic infractions. It worked! | |||
