Maybe. But not necessarily. The oncoming car in his lane caused it. But he was driving way too fast on a wet road around a curve.

About the time the driver exits the vehicle, there is a car passing by that appears to be a police patrol vehicle. I wonder if the unit was in pursuit, but was just a few seconds beyond visual range of the accident and missed the parking job wreck as it seemed to speed by in the background of the security camera recording.
