Wheel Seized on Car Help

I left my 2008 Hyundai Elantra parked in the backyard with the parking brake on from December to this past weekend without so much as even starting it.

I jumped it yesterday and now it’s dragging the driver side rear wheel.

Any thoughts on how to proceed will be greatly appreciated.

It's almost certainly the parking brake stuck, or damaged.
