I suspect it's a scam but here's what I would ask:
He decided to send it as cash, not you. He is responsible for making sure you received payment that you specified.
The tracking number so you can check it yourself.
Give him the phone number of the UPS store so he can ask them if they ever got it or what happened to it.

He is the shipper so he would have to make any claim from his end. Offer to give the Post Office a sworn affidavit that you didn't receive it.

If he had sent you a postal money order and you scammed him, he could have a federal case with documented proof.
He didn't and sent untraceable cash to someone he didn't know so he's a fool (or just a scammer himself).

I agree it's the sender's responsibility to ensure that payment is delivered and sent in a manner that can be traced.

Honestly, I've mailed cash before, but only for small amounts (like <$20), something that I can live with if it does get lost.

If he's a member here with a high post count, maybe he can chime in and tell us his side of the story.

USPS claims it was delivered. The UPS store claims it wasn't. This could mean any number of things, incl. it having been delivered to the wrong place.

In any event: ISTM this is on the sender, for having no more sense than to ship cash--and w/o so much as a "signature required."

Let him "out" you so the others on that forum can see what a blazing fool he is.

It wasn't certified mail. All priority mail has a tracking number nowadays, whether a signature is required or not. In this case, buyer didn't opt for signature.


Then he and you are both screwed. What an idiot. It's simply he said/she said, and the USPS worker who saw the cash and decided to pocket it is the only winner. He can say and show that it was delivered and you have no verifiable defense to his claim.

If it wasn't a scam, then it's all on the buyer for being a moron. If it was a scam, then the "buyer" will just go on to his next potential victim.

Something was insured and delivered to the front desk or reception area in Houston, TX.

Should be easy to track down. How many front desk/reception areas can there be in Houston?
I would advice him to make an insurance claim, if the front desk doesn't have it.

It is on the sender. All that tracking statement indicates is something was sent and was delivered in Houston. I suspect there are thousands of shipments being delivered in Houston every day.

USPS Priority Mail with tracking does not require signature and it does not confirm delivery to the correct address and/or recipient.

In June, the Post Office delivered into my mailbox a USPS Priority Mail envelope addressed to my across-the-street neighbor. I walked the priority mail envelope over to him and I have no doubt the USPS tracking system showed it was delivered.

Last year, when I was waiting for a work delivery arriving via USPS Priority Mail it didn't arrive with that day's mail but the USPS website showed delivery three hours earlier.

With the print out of the USPS tracking showing delivery was completed three hours earlier, I found the postal carrier a couple blocks from my home.

He handed me the package and stated that he scans the packages as delivered before he leaves the post office and drops off all of the heavy packages at the end of his route from his truck so he doesn't have to carry them in his bag as he walks.

Something else to consider...

Let's say he addressed the envelope to Box 13 but you told him Box 31. Tracking still shows delivery and the UPS Store still shows nothing delivered to your box. The guy who rents Box 13 discovers it's his lucky day. Are you responsible?
