I bought an iPpad mini 4 and set it up per usual.

When I go to buy or even download an application from iTunes it says "Your apple ID has been disabled". It's not like I don't know my apple ID and password as it is working on my laptop, phone and other iPad.

Under settings it shows I am logged on with iCloud and even iTunes app store shows the proper login. Everything looks fine until I go to download a program.

My apple ID cannot be disabled because it works everywhere else so it has to be some setup that I am missing. Any ideas?

Have you tried syncing it with your computer via hard wired connection?

How many apple devices do you have? I think I had to go through the iTunes authorization, re-entering credit card info, etc.

Yep you have to authorize any new devices to make purchases.
