I don't think so. I flew and instructed in Puerto Rico for several years. This does not look like any of the airports there. I can't remember any with water at both ends of the runway, and certainly don't remember any with a hill like that on the approach. Of course, that was more than fifty years ago, so my memory might not be all that it could be.
