There are A LOT of 2-star generals.

Likely someone running a staff in the DC area, as the DC Military component is in charge of Presidential funerals.

There are only a few hundred general officers of any grade.

Yeah, that's a lot.

There are more Admirals than ships, more Generals than Division, etc.

Quick Google shows me there are 114 2-stars in the Army.

The guy in charge of the Old Guard would be a good bet.
