So a friend of mine has this substance on her deck table. It looks like slushy ice but is not cold. Apparently it formed after a rainfall. It has the consistence of jello. It is clear, no color at all. No odor. What is it????

Yes, but it has to be loaded to a hosting site - not directly from your own computer.
PostImage or Imgur will work for that.

There is a powder used for spillage,
when it come in contact with water,
it makes what you describe.

they use a clear gel beads in florists to get H2O to the plants....my dad uses this same poly-gobdelygook-stuff in his well drilling/plumbing/water systems business....

comes as beads or power and you wet it and it turns into gel...

could be the person had some spill on the table and then it rained???
