It does but without a better description of what needs done and what is included it may not be. Can you get a second bid? Stuff is crazy expensive these days. People are wanting premium $ plus 25%. It is really sad. "Practice like you want to play in the game"

A better title will help your inquiry. Panel cost could be affected by its size and chosen brand of breakers. An upgrade to include a generator transfer switch would be good. ------- Trying to simplify my life...

$10,000 is excessive. Why are you replacing the service drop? In my area that is the power company responsibility. Homeowner is only responsible for the electrical meter onward. $3-5k is normal around here for all new 200a electrical meter, panel, and grounding. No way to guess on the service drop without more information. Distance; overhead or underground; does it needed directional boring to go under a driveway or road; what size service? We got an >$50K bid (no fixtures) to wire a <2400 sf 1½ story house with 2 car garage on a slab. It was clear he just didn't want the work. That might be the case here. Why can't these guys just man up and tell you that? Harshest Dream, Reality

A year or so ago I was quoted $4,000 to replace the service entrance cable from the point where it connects to the overhead utility line, the meter enclosure and the entire breaker panel to go from 100A to 200A service. $10,000? I’d go get a bunch more estimates.

as noted need more info... is the outside panel all new or is it replacing an existing panel? I presume this means a new line from the pole/transformer to the house... upgrade from 100 amp to 200? If the panel on the outside is all new breakers with connections from an old panel inside then that is for sure a nightmare.... My Native American Name: "Runs with Scissors"

Because if you give "don't want the job" as your reason, most people will try to talk you into it, wasting your time and theirs. Some people will actually take it as a personal insult. If you put enough of a a price on it where you can't afford not to do the work, you at least have a chance at a windfall.

Always always always get multiple quotes from multiple contractors. You will be shocked at the spread of quotes. Lowest will always be your high school buddy.
