I’ve done some snooping around their website and found some stuff but I’m afraid it’s not a straightforward process.

I’m helping my FIL who now has power of attorney for his indigent brother in Portland. Brother’s wife recently died to complicate matters. Brother recently convicted of 3rd DUI and shouldn’t have access to cars. He’s trying to get duplicate titles for both vehicles so he can sell them (oddly enough the cars are of value). Both cars are a year or two behind in registration fees.

I don’t think he can simply do this online and will require a visit to DMV. I’m guessing he needs to pay all fees, show that he has POA, and get duplicate title. Once titles arrive in mail, he can get the cars to pass Smog check (DEQ equivalent in OR) and then sell them free and clear (no liens).

Am I missing anything?

Things may have changed in the recent years, but I think that for him to exercise his POA, with the outstanding non-payment of past registrations, he may well have to present each of the vehicles for an inspection by the Oregon State Police to verify the VINs and certify that the vehicle in question has not been operated during the intervening time frame.

I wish him well... it may end up being a paperwork nightmare.

Yeah, that doesn't sound like something that he'd be able to do online. I'm pretty sure a trip to the office (or more likely, multiple trips) will be necessary. On the brighter side, and contrary to the general perception of DMV employees, I've generally found the people there to be pretty knowledgeable and surprisingly friendly and helpful. And no, I'm not married to one. Wink

OK, I'll add a VIN verification in person at the DMV. Perhaps I can schedule an appointment with a checkbook, documents, POA and the vehicles. Can't hurt.

Expert308, I've had pretty good experiences with the DMV, particularly if I'm organized and keep things simple.
