I worked with a guy who, in his past, had done some sort of social work with the homeless. He claimed once someone finds out they can survive on the street, they rarely come back.

That and there are no rules they have to follow on the street. My department worked with a Mental Health Liaison with housing for homeless and a less than third of them we contacted had
any type of interest and only about half followed up on getting housing. The program's success was less than dismal.......Out of all the ones who got housing, after 1 year, less than .03% were still housed. The others left or were kicked out because they couldn't follow the rules.
