I too recently had new windows installed in our house and had the same experience with weep hole covers that didn't work. What I did was to find some clear plastic tubing that was small enough to fit tightly into the opening of the weep hole. I cut the tubing into short pieces and stuck them in to keep the drain open. Being clear and short, they are pretty well hidden but work quite well.
