Only failure there is not recognizing the stop sign.
No vehicle would have stopped in time at that child's world class sprinter speed plus an obstructed view. You can clearly see the vehicle automatically braked. Plus, kids aren't supposed to cross the street in back of a bus.

When I rode the school bus, I was taught to stay on the sidewalk in front of the bus so the bus driver could see me and wait there until the bus driver waved me across. That was for both getting on and off the bus.
Suzy and her motherboard need their algorithms adjusted.

For those of you saying that even a human couldn't have stopped in time, that's beside the point. The point is that the robowhacky blew the stop sign and ended little Suzy's dreams.
