That has to be one of the most Bizarre things I've heard of in a while.. .and creates way too many questions to even start with.... let alone jokes.

So, in Florida you have to have a license to drink and they only issue them in the lottery?

In FL, liquor licenses are awarded by lottery every 10 years (I believe). Based on county population growth. Depending on the county, they can be worth well over $500k. Miami Dade could be over $1mm. He got the second best county
