How can one spend $850 million on something like that? Half of the money must have been spent on kick-backs, bribes, payoffs and outright theft.

The whole Empire State Building cost $678 million. (2024 dollars; original cost $40.9M) And from the first shovelful of dirt to opening for business took just a little over a year.
