does anyone know of any way I could get my PC to go to this website as a random background bitmap every hour or whatever so I don't have a boring desktop?

Save the pics then randomize the background.

No, since MS removed "Active Desktop" as a feature due to security issues, you can no longer use "URL" as a Wallpaper/Desktop image source.

Best thing is to create a folder in "Pictures" and download anything you like and then use that as a source for wallpapers using the "Slideshow" feature in "Personalize".

Right click on the Desktop and select "Personalize" at the bottom of the popup menu.
