How is it that the U.S. can talk and impose "sanctions" when it seems the receiving party is without means of reprisal (other than violence)?

How many countries are we supporting with tons of tax money? Best way to get their attention is to stop the gravy train.
We send them 100s of million dollars every year.
So, we have a pretty good lever to force them to control their populations, and that includes the invaders on their way here now.
