Not sure about a computer, but it did not cost any extra to connect a smart TV to my DTV via the net and watch that way without a second receiver/dish.

Yes, you can log into DTV and stream all your content.

It should do it through your receiver.

Yes. My equipment is such that, if a program is interrupted due to weather, etc it automatically flips to streaming.

Yep, on your handheld devices or on Amazon Fire Stick, or a Roku for that matter you can install the DTV app, login with your DTV login and watch, you should be able to record still and view whats recorded on your DVR

I run it on a couple of Fire Sticks and one smart tv with ROKU there are no DTV remote or boxes needed.

Oh and yah, no fees...
