What is this: The Setwell Co. Brass Springy thing Login/Join

My girlfriend is going through her parents stuff and found 2 of these Brass springy things with a split red disk at the bottom. It's about 15 inches long.

The Setwell Company made coat hangers and butler chairs.

Any idea what it is / used for?

I don't think so. This is more flexible, 15 inches long and has the 2 flat pivoting disks at the end.
