Not mentioned in this article, but local news reported that the suspects had earlier been transported in a police vehicle prior to the shooting.

At 1:35 this afternoon, Rocky Mountain National Park officials provided an update on the exchange of gun fire near the Fall River entrance around 10 a.m. this morning.

“On Wednesday, December 8, 2021, at approximately 10:15 a.m. MT, a National Park Service law enforcement ranger was involved in a shooting with two suspects near the Fall River Entrance within Rocky Mountain National Park,” said RMNP Public Information Officer Kyle Patterson. “The two suspects were reported to be involved in a vehicular pursuit earlier that morning outside park boundaries. During contact with the suspects, the law enforcement ranger was shot, but was protected by their ballistic vest and did not suffer serious injuries. The law enforcement ranger discharged their firearm, and one suspect was injured. Both the law enforcement ranger and injured suspect were transported to a local hospital for medical care. A second uninjured suspect is in custody.

The park remains closed from outside the Fall River Entrance (US34) to Deer Ridge Junction for the ongoing investigation. The Federal Bureau of Investigation is assuming the lead role in the investigation.

"In reference to the shooting involving the RMNP Ranger, all indications are that incident occurred just inside the park boundaries,” Larimer County Sheriff Justin Smith said on Facebook. “LCSO is providing all needed assistance, but federal agencies are leading the investigation.”

Interesting grammar error in that article: use of "their" twice when referring to items associated with a single Ranger. Obviously a ploy to avoid using "his" or "hers" in those sentences, and an abomination.

Indeed. Eyewitness' account and his video make it clear the ranger is a HE.
