The agreement must be an option to pay for/install said base, with it being exercised should the Dems lose in 2024. Otherwise, the CCP will just pay the current or next Commie in the WH for any classified info they'd like.

Who cares as long as they don’t put weapons there.
China has bought up large tracts of land and sections of the ports in the US. They have their own cities here and can do all the surveillance they want from here in the USA
