My understanding is that before ABS when brakes had one front/rear bias control with a proportioning valve, fronts were always used more heavily and wore faster. With ABS proportioning isn't as relied on as much since if an axle locks up, the other axle gets the braking load. So rears are now applied first and used more unless hard braking is needed. That helps minimize front suspension dive.
