fiasconvaIt's been all over the place around here, jumping up and down 5 cents a gallon almost hourly. Prices range from $3.10 per gallon of unleaded reg. to $2.69 per gallon depending on which station you go to.

Your area, PADD 1A (worst) and PADD 1B (2nd worst) have the least diesel change of any PADD region in the United States. Here are the PADD regions.
In fact, Pennsylvania is #44 in the US for diesel change in a month. 10/12 states in the bottom 12 are from PADD 1A & 1B (Hawaii and Georgia are exceptions).
What do the bottom 12 have in common? Lack of refining capacity, and needing to make up for it by importing diesel from other parts of the country with surplus refining capacity. The Northeast is essentially bidding against Europe for diesel from refineries in PADD Region 3 (i.e. Texas, Louisiana, Mississippi, and Alabama). States that aren't connected by pipeline are also bidding against Europe for tankers. More on this in a bit.
Why is Europe importing diesel? To make up for Russian diesel exports that ceased when they invaded Ukraine. The Middle East had been providing most of it, but two large refineries in Kuwait and Saudi Arabia went into a planned maintenance turnaround decreasing exports to Europe by 175,000 barrels per day.
Circling back to US exports to Europe:
