Not sure where you got this but Steve Beshear has not been governor since 2015.

I suspect he still wants to exert some control over what the senate looks like should Trump be elected.

“Work” and congress are rarely used in the same sentence…for a reason.
Approximately 165 days a year doesn’t sound like what any of us has for a work schedule.

2BobTannerAs for KY Gov Beshear appointing a Dem to an unexpired Senate term, Kentucky law passed over Beshear’s veto a couple of years ago, says that appointments have to be from the same party as the predecessor. Whether that would stand up in courts (State or Fed) is questionable as it hasn’t been tried.
