The pay certainly seems more than fair, especially for a city the size of Memphis.

While working in Memphis probably isn't very appealing, the biggest problem is probably finding people who want to live there or in the surrounding areas.

Honestly, how often do you hear about good things happening in Memphis? If you're single, that might be okay. But imagine you have a wife and kids. Spouse would have to find safe, reasonable employment. How good are the public schools for your kids?

There are so many factors to consider besides just the pay.

I imagine living in/around Memphis is probably a huge turn off for a lot of people.

That, and you can't change the public, the courts, or the media.

Cost of living might be low here, but they don't have enough cash to pay me to go in some of those areas and try to police.
