The governors can declare martial law. It’s happened maybe 9 times since WWII. Most were in the South and during the Civil Rights Movement.
Hawaii is the only place where the a President declared martial law and it remained for any length of time. It was declared following the attack on Pearl Harbor and continued to the end of 1943.
When I was assigned to Korea in 1972, I woke up to find a tank parked in the intersection. The President had decided to get re-elected and needed to change the Constitution to allow him a fourth term. As we already had a curfew midnight to 4 AM, as long as we stayed close to post we were fine. Still, traveling around the city with armor sporting .50 caliber was “interesting.”
It is known that Russia and other nations are hyping the martial law threat. Odds are this is a foretaste of the election.

It may not be technically martial law, but when people are forbidden from going about their business under penalty of law, it is functionally martial law, is it not? This reminds me of the "LEOs are still civilians" BS. If they are, why is it unlawful to refuse their orders?
