Of course not. Martial law is when the military takes over making and enforcing the law, not because some civilian politician does those things, and regardless of how much we may disagree with the law—as civilian politicians have done since the founding of this nation.

It may not be technically martial law, but when people are forbidden from going about their business under penalty of law, it is functionally martial law, is it not? This reminds me of the "LEOs are still civilians" BS. If they are, why is it unlawful to refuse their orders?
