The is a few miles east of the center of Avon, about a mile from the Indianapolis border. Indy's west 38th street shopping and restaurants have been in decline for the past 20-odd years due to crime and theft and car break-ins.
Now the residents have to come out to the suburbs, or are moving into new apartment complexes in commercial areas that I have been told are subsidized with income caps.

Hendricks County in general is VERY conservative and VERY Republican and generally low crime. Almost all local elections are decided in the Republican primary. This is the first such incident I'm aware of. Seems to be black vs. hispanic.
