And it is this: I have a client who was presented with a bad check from a business in TN, which he attempted to deposit in California. On his behalf, I called the sheriff's office for the relevant county in TN. They told me to have the client file a police report on the bad check in California, the Cal agency would contact them, and all would proceed from there. A bad check is a crime in TN, but not in California, thus my client can't get a police report filed in California on this issue, and California won't investigate. I need to find someone familiar with the system in TN, so that my client can pursue this issue. Some counties in TN have a direct complaint system, but the county where this business is located does not. Any help out there? Thanks. Sorry - no help, but HOW in the hell can it not be a crime to pass a bad check ? Did they mail the check ? Maybe post office will see that as a crime ? ------------------ SBrooks

Not sure if this will help but... About 8 years ago I ordered a motorcycle helmet off of Ebay. The ass hat did not ship it and it was past the deadline to fight a bad transaction. PayPal wouldn't help and neither would Ebay. I did some internet research and found out where this shit stain lived. I called the local sheriff to see if he could give the guy a bit of a "nudge" to get my money back. It worked, well kind of. He sent me a check that bounced. I called the sheriff back and let him know what had happened. The sheriff had me send him a photocopy of the check. Two days later I received a money order for the entire amount (about $500). Seems like those good old boys in Tenn. take bad checks pretty seriously. You might try contacting local law enforcement again.

There is a litany if crimes in “normal” states that are not crimes in California.

we Had to do “calls for service” reports all the time for crimes that occurred outside of our jurisdiction and the victim wanted it to be on the record or because a insurance company wanted a case number. I always wrote in the narrative the case was outside our purvey and would not be investigated..... It placated the victim or their insurance company. Also, not a lawyer. I would think this isn't just a state issue if it's done at an FDIC insured bank and went through the mail. Did the guy actually cash the check or did the bank decline to cash it? That's still a crime, as I understand it, called "uttering". Maybe Federal. Who knows if they would do anything. Don't ask how I know that. I'm a former TN LEO. CA may not do an OFFENSE report, but they should do an INCIDENT report. That should suffice for your TN LEA's purpose. I was paid $7.54/HR to go into harm's way so you didn't have to.
