Went to this store today with Mrs Q. Lo and behold, this department was manned by a guy with real long hair and a beard who looked like a bum. I've never seen shit like this.
Let's face it, skin care and make-ups are a woman's territory. So, having a guy working there, and not just a guy but a bearded long haired one, is just ridiculous. At least, places like Macy's and Dillard's still have actual women working in this department.

Might be they are hiring what they can get. Around here so many people under age 30 people living with parents don't want to work especially so of lower paying jobs.
A couple of years ago I applied to Kohls for a part time position stocking shelves. My interviewer, who IDed himself as a "manager": About 25. Wearing a worn T-Shirt. Man bun. Unshaven. B.O. strong enough to make the small room we were in uninhabitable. Unable to provide me with a schedule, hours I would be working or how much $$ I would be paid. Ended the farce with the time honored "we will get back to you". Then called me a week later and said I was hired but still no details on the job. I would just have to report for orientation to find out. Not no, Kohls, but hell no!

Yep. I deal with this every day in my world. Trust me, Kohl’s would LOVE to have a cute girl at make up area, SELLING product and telling woman how beautiful it makes them. Instead, they’re happy that Frank is willing to cover the make up area and simply CASHIER.

This. Nearly no one wants to work entry level retail jobs these days.
Many younger folks are coasting on their parents' dime (supplemented by gig work like driving for DoorDash) while waiting around for their Youtube channel to go viral or to score that six figure work from home job where they can finally put their 16th Century Norwegian Art History degree to good use. Those 16-25ish year olds used to be the cornerstone of the workforce for these type of entry level retail, restaurant, and service jobs, but a large chunk of the folks in that demographic today have zero interest in working. And most older folks have obligations like rent, car payments, and kids, so they can't afford to work for $12/hour part time with no benefits.
Therefore it doesn't matter if he's not a woman, or doesn't know anything about makeup or skin care, or even that he might have questionable hygiene and a room temperature IQ. The fact that he's breathing and has a pulse, and actually showed up to work (and assumedly at least does a little bit of actual work), is enough for them. That puts him well ahead of all the makeup expert ladies who either see working at Kohls as beneath them so they never apply, or who get hired but don't reliably show up to work.
