Yes. I'll even CC: the folks on team who might actually need to see a reply, but just me in To: field.

Craft the salutation at opening of email accurately and most folks will never notice. "To all employees", "To all shareholders", "To all you ignorant MoFos", etc.

If someone is sufficiently determined to broadcast a reply they still can, but not without purpose and not by accident.

We have 3 in our dept (IT)
So we'll To: the IT group usually, so the replies at least hit us.

Otherwise, the ones I've gotten on board with it, usually put themselves & maybe a relevant mgr in the Tc/CC fields.
