I believe the message is "my child has a birthday and I'm irresponsibly buying mylar balloons filled with helium and handing them out to children to celebrate the occasion by littering."

Russ59A former work acquaintance of mine who was an account manager for the electric utility in SoCal had the major refineries as his customer base.
A Mylar balloon lands in the 64kV (or was it 112kv?) switchyard, causes a short and the refinery loses power. Apparently unexpected shutdowns cause several million dollars worth of disruption and lose of product. Yikes.
